Dominic Grace

Conference Chair

Dominic was at Savills for 37 years and until mid-2021 headed its very successful London Residential Development Department, which comprised c.140 professionals, providing consultancy and sales capability on land and residential product, covering both private and affordable accommodation for private and public sector clients. He also managed Savills UK wide New Homes business for 10 years and sat on Savills UK Boards for over 20 years.

Dominic now has his own advisory business to bring to bear his extensive knowledge of the processes involved in the residential development and investment sector. He is passionate about innovation, good design and architecture, with contacts with many residential/commercial developers, landowners, PropTech players and other consultants.

Rob Perrins

Chief Executive, Berkeley Group

Rob joined Berkeley in 1994. He has been a Main Board member since 2001 and Chief Executive since 2009, having previously been CFO from 2002. Under his management, Berkeley has increasingly focused on transforming large scale brownfield sites which are beyond the scope of conventional homebuilders.

Rob has worked extensively in property development throughout his career, working on projects ranging from single houses to mixed-use neighbourhoods with more than 10,000 homes. Rob champions Berkeley’s operating culture and values, which are based on customer focus, individual design, exceptional placemaking and a commitment to delivery for all stakeholders. He oversees a highly disciplined but decentralised operating structure that fosters accountability and innovation, chairing the boards of all Berkeley Group operating companies.

Rob has been Chair of Trustees of the Berkeley Foundation since its launch in 2011. This independent charity which works in close partnership with the Berkeley Group to maximise its positive social impacts.

Clare Miller

Group Chief Executive, Clarion Housing Group

Clare has been our Group Chief Executive since 2018. She is a chartered accountant with almost 30 years’ experience in the housing sector. Clare joined the Housing Corporation in 1992 as a financial regulator. Over the next 18 years progressed to become its Director of Regulation.

She then became an Executive Director at the Tenant Services Authority, with responsibility for housing association regulation. In 2010 Clare joined Affinity Sutton as Group Director of Governance and Compliance. She took up the same role at Clarion in 2016, before taking on her current role two years later.

Adam Challis

UK Head of Research & Strategy, JLL

Adam leads UK Research & Strategy at JLL. His role brings together a market-leading agency and advisory capability to provide a range of solutions for clients across the global residential marketplace.

Adam’s experience spans over 20 years of real estate advisory with both public and private sector clients. He is regularly cited in national and international media as a commentator on the factors that shape residential markets, notably through new housing supply. He provides public policy advice and is particularly focused on providing affordable access to good quality homes, across tenures.

Adam holds an MBA from London Business School, an MSc Urban Regeneration from the Bartlett, University College London and BA Economics from Western University (London, Canada). He is a member of the Urban Land Institute and is a Board Trustee and Chairperson of the Investment & Finance committee at World Habitat.

Claire Dutch

Partner, Joint Head of Planning & Environment, Ashurst

Claire Dutch is a partner and Head of UK Real Estate at international law firm Ashurst LLP. She is also Co-Head of the firm's Planning and Environment group.
Claire has been described in the legal directories as “amongst the top planning lawyers in the country” and an "extraordinary talent". For over 20 years, she has advised the public and private sector on some of the country’s most notable and iconic development and infrastructure projects for The Crown Estate, Ballymore, British Land, Berkeley, Lendlease amongst others.:
Claire is the Chair of the British Property Federation’s Planning Committee. In 2020, she was the only lawyer to give evidence as a planning expert to DLUCH's parliamentary select committee on planning reform.
Claire was awarded "Planning Lawyer of the Year 2022" by Best Lawyers for her work in planning in London.

Richard Donnell

Research & Insight Director, Zoopla

Richard is a leading property industry figure best known for delivering insight and strategic advice on the residential and mortgage markets. He also has a deep understanding of how technology and data can unlock insight and business value across the housing and mortgage lifecycle.


Richard runs Zoopla’s research function leveraging Zoopla’s unique data assets and consumer insights to provide market leading insight for customers, industry and Government. He is also executive lead for the property division’s data strategy in addition to Zoopla’s ESG strategy.

Richard started his career at Savills in 1994, moving to data and analytics business Hometrack in 2006 which was acquired by ZPG Plc in 2017. ZPG Plc was acquired by global private equity investor SilverLake in 2018. Zoopla is the property division of ZPG Ltd which delivers market leading property marketing services and software solutions for businesses and consumers across the property lifecycle.

Katy Warrick

Director, Head of London Residential Research, Savills

Katy leads the Savills London residential development research team of three researchers, advising on regeneration sites in outer London boroughs through to luxury developments in prime central London.

Katy joined the Savills residential research team in 2011 specialising in the new build market, in particular the supply pipeline and opportunities. In 2014 she spent three months on secondment in Singapore, and travelling the region, to better understand overseas buyer demand for London property.
Katy presents market trends to a wide range of global developers, property companies, housing associations, investors and lenders, as well as industry conferences. She regularly presents to overseas developers, banks, and high net worths across the globe - in Singapore, Hong Kong, Dubai, Bangkok, Shanghai and Beijing.

Steve Norris

Steve graduated with an MA (Hons) in Jurisprudence from Oxford University where he was President of the Law Society and earned a Harmsworth Exhibition at the Middle Temple. He worked in private industry before serving on Berkshire County Council from 1977-85 and as Deputy Leader from 1983-85. He was elected as Conservative MP for Oxford East in 1983 and having lost in 1987 was elected for Epping Forest where he stayed from 1988-1997. During his Parliamentary career he served as Parliamentary Private Secretary in the Departments of Environment, Trade and Industry and the Home Office before being appointed Minister of Transport in 1992 where he served until he retired from Parliament in 1997. He was his party’s candidate for Mayor of London in 2000 and 2004 and is a former Vice Chairman of the Party. Steve is an Eminent Fellow of the Royal Institution of Chartered Surveyors and was recently awarded an Honorary Doctorate of Laws by the University of East London.

Steve’s appointment as Minister for Transport with a special responsibility for London combined with his time in the Home Office sparked the great passions which have characterised his life thereafter, namely a love of London as his adopted city, an obsession with the need for more and better quality infrastructure and the value of quality in the built environment.

Steve is a Vice-President of the Royal National Institute for the Deaf now branded as Action on Hearing Loss, a Patron of The Urology Foundation and Chairman of the Surrey Canal Sports Foundation.

George Dyer

George Dyer is Group Investment Director at Watkin Jones Group where he has responsibility for the Group’s acquisition, divestment and asset management activities. George has more than 12 years’ experience working in real estate and was previously one of the partners leading Cushman and Wakefield’s pan-European student accommodation capital markets team. He also has extensive fund management experience through his time at Schroders, Invesco Real Estate and as Head of UK Investment Management for GSA Group.

Tom Goodall

Managing Director, Related Argent

Tom joined Argent in 2012 and became a Partner in 2020. In 2023, Tom was appointed Managing Director of Related Argent.
Prior to this, Tom was Head of Residential for Related Argent, over-seeing a pipeline of more than 8,000 new homes across London, and CEO of the Related Argent Tottenham Hale development. Tom was also responsible for the residential product at the King’s Cross development including the delivery of the Gasholders apartments.

Before joining Argent, Tom worked in project management consultancy and as a practising Architect on numerous large-scale mixed-use schemes including the Shard and the London 2012 Athlete’s Village. Tom is a chartered member of the Royal Institute of British Architects and sits on their Housing Group.

Polly Gilbert

Co-Founder & CMO, Tembo Money

Polly Gilbert is Chief Marketing Officer at the digital mortgage broker Tembo. She joined the founding team in 2021, and since then has led on brand, acquisition and partnerships. A well-known name in the fintech marketing world, Polly was recognised in the Top 30 Most Influential Marketers in 2022 and 2023 (Barclays Rise). She has gained a reputation as one of the leading experts in the UK's mortgage and housing market, and regularly features on BBC, ITV, Sky News, Channel 5. Separately to Tembo, Polly is the co-founder of TAP London, a tech-for-good organisation now run by the Mayor of London.
